Project Delivery Framework & the First PMO
The 2016 Project Delivery Framework, the agency's first Project Management Office, and the capital resource system beneath both.
The problem
Capital projects were delivered project by project, each with its own language, tools, and habits. Leadership could not see the portfolio whole, and problems surfaced late, at the level least able to fix them cheaply.
What was built
He implemented the 2016 Project Delivery Framework, created the agency's first Project Management Office, and implemented the Capital Resource Information System (CRIS): the delivery system his later capital work ran on.
How it was done
Standardize delivery across project, program, and portfolio levels.
- One language
Give every project the same stages, tools, and reporting, so the portfolio can be read at a glance.
- Resolve low
Settle issues at the lowest level that can decide them.
- Staff it
Stand up a Project Management Office to hold the standard.
