The problem
In 2020 the farebox and the parking meter stopped together. The agency faced a revenue collapse with a workforce to protect and a city that still needed the bus to come.
What was built
As Senior Manager for Budget, Financial Planning and Analysis, he founded the long range financial analysis office and built the operating budget and the five year Capital Improvement Program through the collapse. How it was done
A budget is a moral document; the crisis version is written the same way.
- Structure the relief
Turn emergency federal aid into a bridge the agency can plan on.
- Protect the reserves
Hold the line that keeps the next shock survivable.
- Restore without layoffs
Bring service back on the strength of the workforce that runs it.
