The problem
A transit agency sits on acres of depots, yards, and aging buildings it barely manages as a portfolio. Facilities decay one roof at a time while the capital program argues about vehicles, and the land under the system goes to waste.
What was built
He ran Building Progress, the facilities and joint development portfolio modernizing transit facilities and repurposing some 60 acres of public land, with 1.6M square feet of building space. The record runs from the 2017 Facilities Framework through the Facilities Task Force Implementation Plan to recurring updates before the SFMTA Board.

How it was done
Run a facilities portfolio in four streams at once.
- Plan the future
Set the long term framework for the estate before projects argue for themselves.
- Fix what exists
Fund the condition of the buildings the system already runs on.
- Deliver the capital program
Sequence the projects as one portfolio, not a queue of emergencies.
- Fund the whole
Make the money argument for facilities with the same rigor as for vehicles.
