The problem
Big transit projects die in the funding stack long before they die in engineering. The money has to be argued for, programmed, and closed, grant by grant, against competing needs across the whole capital program.
What was built
As Principal Financial Analyst and then Capital Financial Planning and Analysis Manager, he ran capital investment strategy and fund programming that secured over $1.4 billion in federal and local funding, closed the $75M federal Small Starts grant agreement for Van Ness BRT, and built the needs case behind the Mayor's Transportation Task Force 2030 and Proposition A's $500M transportation bond.
How it was done
Secure the big money by building the needs case first.
- Build the case
Make the needs argument a task force and a bond measure can stand on.
- Program the stack
Match each project to the funds it can actually win.
- Close each agreement
Finish the grant agreements, not just the announcements.
