Parks & Recreation Safety Implementation Plan
The implementation plan for park safety, led from the Director's Office.
The problem
A park system cannot program its way out of places people are afraid to use. Safety had to be diagnosed park by park, with the communities who use them, before money could be aimed.
What was built
From the Parks and Recreation Director's Office, he led the multi departmental Parks and Recreation Safety Implementation Plan (January 2009), part of a Director's Office portfolio that also carried nine park master plans and more than 20 capital projects.

How it was done
Diagnose before you prescribe.
- Score every site
Assess each park on evidence, not anecdote.
- Audit with the community
Walk the sites with the people who use them.
- Fund in tiers
Sequence immediate fixes first and long term work behind them.
