State of Good Repair Program

The investment baseline for keeping the existing system in good repair: $250M a year, set to be financially achievable.

The problem

Systems decay quietly. Without a baseline for what it costs to keep the existing system in good repair, every budget argument starts from zero and the backlog wins by default.

What was built

He built the financial analysis establishing a financially achievable $250M per year State of Good Repair base investment over 30 years, and authored the agency's 2015 Annual State of Good Repair Report.

How it was done

Set a baseline the budget can actually carry.

  1. Price the decay

Work out what standing still costs, asset by asset.

  2. Set the baseline

Fix the annual figure the agency can sustain, not the one it wishes for.

  3. Report against it

Publish the annual report, so drift is visible.
