Creating a Sustainable City

Sacramento's first Sustainability Master Plan: a capital city's plan to move toward sustainability.

The problem

In 2007 sustainability was a sentiment in most city halls, not a program. Sacramento had no master plan for it: no focus areas, no goals a budget could be judged against, no measurable targets.

What was built

As Sacramento's Business and Planning Manager and Sustainability Program Manager, he led the development of Creating a Sustainable City, the city's first Sustainability Master Plan. Its title page states the purpose plainly: a master plan to move the City of Sacramento towards sustainability.

How it was done

Start where you have control: your own operations first.

  1. Start with operations

Put the city's own house in order before preaching to anyone else's.

  2. Set focus areas and goals

Name the few things the plan will actually move.

  3. Measure

Judge targets on fiscal, social, and environmental grounds together.
