Transit Asset Management Plan
The federally required asset management plan for San Francisco transit, approved and certified, with his name on the cover.
The problem
An agency that cannot inventory what it owns, or say what condition it is in, cannot argue honestly for investment. The Federal Transit Administration's asset management rule required the argument in writing.
What was built
He authored the San Francisco 2018 Transit Asset Management Plan (October 1, 2018), approved and certified under the federal rule, together with the agency's Asset Management and State of Good Repair policies (September 2018).
How it was done
Let the data, not habit, prioritize the investments.
- Inventory what you own
Build the register of assets before arguing about money.
- Assess the condition
Score the condition of the fleet and facilities on evidence.
- Set the targets
Set annual performance targets, then fund against them.
